Ms. Ina Kafunda

Ina Kafunda works at the sharp edge of health law, policy, and governance — helping governments, institutions, and pan-African coalitions turn complex financing challenges into politically viable solutions.

With over 12 years of senior-level experience, Ina has advised presidents, ministries, and multilateral institutions on some of the most consequential health policy questions facing the African continent: how to reduce aid dependency, strengthen domestic resource mobilisation, and build health systems that last. She currently leads the policy and legal workstream of the African-Led HIV Control Working Group, engaging Finance and Health ministries at the highest levels and representing African priorities at forums including the World Health Summit and UNECA.

Her career spans senior roles with the Government of Zambia’s Presidential Advisory Unit, the University of Maryland, John Snow Incorporated, the Clinton Health Access Initiative, UNFPA, and the World Bank. She is also a Research Affiliate at the Johns Hopkins Institute for Planetary Health and a member of the WHO Health Diplomacy Research, Evidence and Policy Analysis Technical Working Group.

Ina holds an LL.M. in Global Health Law from Georgetown University, an MPH in Health Policy from the University of Zambia, and a Bachelor of Laws — a combination that gives her unusual range across legal, technical, and political dimensions of global health.

She is based in Zambia.
