PROTECTING CORE SERVICES WITH DOMESTIC INVESTMENTS: BUDGET ARCHITECTURE, TREASURY AND HEALTH ALIGNMENT, AND EQUITABLE SERVICE DELIVERY IN AFRICA’S HIV RESPONSE

This report captures the substantive discussion, evidence, and advocacy outputs of the first webinar in the African-led HIV Control Working Group (AHCWG) 2026 Webinar Series, titled “Protecting Core Services with Domestic Investments,” convened virtually on 22 April 2026.
The session brought together finance and health officials, national programme managers, civil society leaders, and academic researchers from across the continent to interrogate the architecture of domestic HIV financing at a moment of profound fiscal and political turbulence, and to consolidate advocacy positions for immediate deployment at the ECOSOC Financing for Development (FfD) Forum and the 12th Africa Regional Forum on Sustainable Development (ARFSD-12).

POLICY FRAMEWORKS FOR SUSTAINABLE HIV AND HEALTHCARE FINANCING

This report documents the substantive discussions, speaker presentations, and policy outputs of the second webinar in the African-led HIV Control Working Group (AHCWG) 2026 Webinar Series, titled “Policy Frameworks for Sustainable HIV and Healthcare Financing,” convened virtually on 27 May 2026. 
The session was moderated by Dr. Magda Robalo, Co-Chair of the UHC 2030 Steering Committee, and brought together four speakers representing African Union institutional authority, continental public health governance, national programme implementation, and the lived experience of communities most affected by HIV.

REGULATORY ENVIRONMENTS AND RESILIENCE PARTNERSHIP MODELS

The third webinar of the African-led HIV Control Working Group 2026 Financing and Resilience Series convened on 24 June 2026 under the title Regulatory Environments and Resilience Partnership Models, with a deliberate focus on what the series described as the operational layer of health sovereignty: the systems through which protected budgets and enabling legislation are either translated into actual access, or undermined by structural dependencies built into the architecture of production, procurement, regulation, and partnership.

THE FUTURE OF HIV CONTROL IN AFRICA: FINANCING, POLICY, AND RESILIENCE 

The fourth and concluding session of the African-led HIV Control Working Group 2026 Financing, Policy and Resilience Series convened on 22 July 2026, four days before the opening of AIDS 2026 in Rio de Janeiro. It was deliberately positioned as the outward-facing, forward-looking closing chapter of a series that had spent its preceding three webinars examining the interior architecture of the African HIV response: the domestic financing baseline, the legislative and policy frameworks that give financing decisions durability, and the supply-side systems through which legislation and money are converted into actual access to medicines, diagnostics, and care. Where those sessions examined what Africa already controls and must protect as external funding recedes, this final session turned to what is being decided externally and must be shaped by African leadership while the window remains open.
