Dr. Parfait Uwaliraye

Dr. Parfait Uwaliraye is a Public Health expert with a vast experience in Health System Strengthening area focusing on: (1) Policy development & analysis, (2) Evidence Based Planning, Budgeting and Reporting, (3) Health Financing functions review, (4) Health Systems Research and (5) Programs Design & Evaluation.

He is a medical doctor by background with a Master’s degree in Public Health from University of the Western Cape in South Africa.

He held various technical and managerial positions in the health sector in Rwanda:

  • Head of Planning, Monitoring & Evaluation and Health Financing Department in the Ministry of Health of Rwanda where he served for about 11 years (2012-2023)
  • Director General of Rwamagana Provincial Hospital (2011-2012)
  • Medical officer in Kibagabaga District Hospital (2008- 2011)
  • Research assistant at the University of Rwanda/School of Public Health (2008-

    2009)

    While working in the Ministry of health, he technically coordinated the design and implementation of various health financing (revenues raising, pooling and purchasing) and HRH reforms with the aim of strengthening primary health care system.

    He is currently working at Financing Alliance for Health as the Country Engagement and Health Financing Portfolio Manager for Francophone countries in Africa.
